25-year-old Kara McCullough, a scientist at the U.S. Nuclear Regulatory Commission, was crowned Miss USA last night. Kara was representing the District of Columbia and this marks the second year in a row that Miss DC has won the crown.  She will go on to compete for Miss Universe.
