Indianapolis police fatally shot a 15-year-old boy who they accuse of accelerating a car towards them, prompting law enforcement to open fire Sunday night.

The red Nissan driven by the victim, identified as Andre Green, matched the description of one reported in a carjacking, Assistant Police Chief Lloyd Crowe said in a Monday press conference. When police stopped the vehicle, two suspects fled, the Indianapolis Star reports. Green stayed in the vehicle, allegedly veering the car towards police.

After the shooting, Green exited and collapsed. Crowe said a handgun was found near the teenager, who is the youngest person to be shot and killed by an officer since 12-year-old Tamir Rice was gunned down in Cleveland for playing with a toy gun, Mashable writes. It is not immediately clear if Green aimed the gun at the officers.

During the press conference, Crowe described Green as a “troubled” young man who was wearing an electronic ankle bracelet from a previous arrest, though Crowe did not specify what the circumstances were. “There were demonstrations from his social media to things he had done in the neighborhood that led us to believe this young man was troubled,” Crowe said.

Indianapolis Director of Public Safety David Wantz would not comment on whether or not he felt that his officers were justified in shooting the suspect.

When asked about the protocol of the police shooting at a moving vehicle, he said that the IMPD “discourages officers from shooting at moving vehicles unless the situation is absolutely so critical that there’s no other course of action to be taken.”

During Monday’s press conference, Wantz said the shooting highlights that the city’s community has youth “in need of care, in need of services, who are in need to have their community wrap their arms around them to keep them out of harm’s way.” He added that several investigations were being performed by the critical incident response team and the police department would provide more information as they move forward.

The three officers involved wore no body cameras during the incident and their vehicles were not outfitted with dash-cameras. An eyewitness told the Indianapolis Star, however, that the teenager did not attempt to injure police with the car.

The officers have been placed on paid administrative leave pending an investigation.
